cell style( height, wrap text) zero 1st char number cell

How to wrap text in cells,and vertical align top?.
Number cell hiding leading 0 (zero), I am creating excel with ssn as number cell , but the generated excel is removing the leading zero, please advice how to tell excel not to hide the leading zero from number cell?
