I try this solution also:
1. regedit
2. Go to \HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\.NETFramework\Security\TrustManager\PromptingLevel
3. I change the value:
Internet has the default value AuthenticodeRequired and UntrustedSites has the value Disabled
But still can't install it
